Welcome, dear player! I'm so excited that you are here and you have an interest in playing a character that has access to magic.
Unfortunately - that's a physical impossibility.
Our current storyline holds that the Land (which is alive unto its ownself) is criss-crossed in what we call leylines. These leylines, established with the creation and population of Rembrant as a world, are what carry magic through the world and through its peoples.
However - the leylines have dried up. And access to any magic is impossible.

"But I have a character that has magic inside themselves, their own personal mana pool. I can use magic now, right? The leylines don't affect me."
While the idea of internal magic versus external magic is lovely, natives of Rembrant do not have a "personal mana pool", so to speak. The leylines are not an external source of magic, they are the 'only' source of magic. Mortals were once not able to use magic at all, until the God of Magic, Lord Aurus, gave them the ability, the gift, to be able to access the magic running through the leylines.
~~~
"Does that mean I can import a character from another world/game? A non-native of Rembrant?"
Yes and no. In the interests of maintaining a nice flow and balance to the story, we ask that you try to adhere to the no magic plot rule we have in place. But if you want to bring in a character from another world that could use magic once upon a time, and play them as suddenly having no magic, then by all means, please do.
~~~
"So no one can use any magic at all, whatsoever?"
Actually, there are a -very- select few people who are royalty/nobles in the Coventine Empire. How they access and use their magic is defined below, and if you have an interest in taking on one of these specialized roles, please contact Esylana.
Also, enchanted items maintain their enchantments, like a battery with a charge. If the item in question was enchanted before the fall of the leylines, they likely still hold their enchantment. (Provided the administration approves of the item the player would like their character to have.)

"Okay, so, there'll never be magic again, then?"
I'm so glad you asked - there is a plot thread/way to restore the magic to the leylines. So eventually, yes, players will be able to have characters access the magic again! When this becomes available, you will know, and a good deal of information will be posted in regards to how Rembratian magic works.

"Awesome. So about these specialized roles...?"
If you are selected to play as a noble in the court of the Empire, the bullet points below will explain how magic works. Esylana will also, gladly, clarify any questions or concerns you might have while playing this role.
There are four Elements: Fire, Earth, Air, and Water
Each of the four Elements can be broken into halves, their light aspect and their dark aspect.
Each of the eight leylines running through Rembrant align with each aspect of an Element - each leyline also has a source set in one nation a piece.
Each Element has a star sign that represents it, as well as one half of each star sign representing the Element's aspect.
Attuned mages can refine facets from the Void Crystal (controlled with limited access by the Empress and Emperor) into smaller crystals that are purely of either light or dark aspect, as well as the pure Element as a whole, for a total of twelve different crystals.
Rembrant's calendar aligns with the Elements and their aspects, each season holding a close tie with a specific Element, and each month rising in light, and falling in darkness.
Mages born in a particular month may find their talents towards the Element and that specific aspect come more easily than others - and during the season of their birth, their powers may be enhanced.
Enchanted items that were crafted/enchanted BEFORE the fall of the leylines maintain their enchantments - PENDING approval from the administration.
